This paper provides background on Mental and Substance Use Health Parity (MSHP), drawing on lessons from comparable jurisdictions (Australia and the United Kingdom). CASW recommends that a Mental and Substance Use Health Parity Act and a corresponding Office of the Mental and Substance Use Health Minister be established, informed by a robust study that prioritizes lived expertise, equitable access and recognition of diverse mental and substance use health needs. CASW also recommends that Parliament undertake a formal study to address governance reform, protected funding, equity-focused implementation, workforce development, community and digital innovation, and cross-sectoral integration.
